HBS VENUE FACILITIES The key HBS operated facilities at each venue are detailed below. Broadcast CompoundBroadcast Partner
technical facilities are situated in the venue Broadcast Compound, which is adjacent to the stadium. It is reserved for OB Vans and other technical
vehicles. At each venue, the Broadcast Compound offers easy access to vehicles and staff. As the main facilities for Broadcast Partners at the
venue, the HBS offices and Broadcast Information Office are located at the Broadcast Compound within the "HBS House" infrastructure. Compounds
aresituated as close as possible to the pitch, studios and commentary position area in order to keep cable runs efficient.
Power Supply
Technical and domestic power are 3-phase, 5-wire 230/400V (50Hz). HBS is in charge of connecting Broadcast Partner OB Vans to the
technical power supply within the broadcast compound. Any connection to technical power without HBS supervision is prohibited, as is the usage
of other generators. The technical power source is provided by OC 2006 and is 100% backed-up.
TOC (Technical Operations Centre)
The Technical Operations Centre is located in portable cabins in the Broadcast Compound ateach venue. The TOC is the main distribution point and
interface between production facilities,Broadcast Partners and the telecommunications provider, T-Systems. A key function of the TOCis to receive
the relevant feeds (SD and HD) from the multilateral production facility and distributethese signals both to Broadcast Partners at venues and to
the IBC through the telecominfrastructure. Unilateral audio and video (embedded VandA) signals from Broadcast Partnersare distributed via the TOC
to the IBC. Tape playback and injection point services are availableon match and non-match days at the TOC.
Cabling/Connecting to
TOC All Broadcast Partner facilities must be connected to the TOC by 19:00 on the day beforethe match. After the match,
disconnection/dismantling of unilateral cabling is only allowed from 90 minutes after the final whistle in order to avoid the disruption of
ongoing multilateral or unilateral operations.Commentary Control Room (CCR)The Commentary Control Room (CCR) is the main operations
centre for all commentaryservices at the venues. The CCR is linked with its counterpart at the IBC, the CommentarySwitching Centre (CSC), and
with the TOC at the venue. Interconnection between the venuesand the IBC is established at both ends via a digital audio matrix with protected
trunklinesprovided by T-Systems. Commentary switching and distribution are entirely digital.The circuits are delivered to Broadcast Partners
as analogue audio signals. Commentary unitsand other parts of the CCR installation, including the audio matrix breakout boxes, may bemoved

and/or coordinated bookable facilities for use by Broadcast Partners at venues. There is no Booking Offices at venues; booking of unilateral
venue services and facilities must be done either prior to the FIFA World Cup™ or at the IBC. However, the HBS
Broadcast Information Office located at the venue will assist Broadcast Partners in liaising with the IBC Booking Office. Commentary
Services HBS operates commentary services using customised Glensound commentary equipment. In a departure from previous FIFA
World Cups™, HBS is using a Commentary Switching Matrix (CSM) to switch all commentary and coordination circuits.
This broadcast-proven, fully redundant technology provides earlier access and better quality to Broadcast Partners while enabling
uninterrupted system monitoring. Overall commentary functionalities remain unchanged for Broadcast Partners. |
